Amish Hamburger Steaks with Onions & Gravy

Ingredients
2 pounds ground beef
1 1/2 cups saltine crackers, crumbled (approximately 1 pack of crackers)
1 cup milk
1 teaspoon Italian herbs
1/2 teaspoon each onion powder and garlic powder
1 onion, sliced into rings
Flour, for coating
Salt and freshly ground pepper, as desired
For the gravy:
1 1/2 cups milk
2 (10.75 oz.) cans cream of mushroom or onion soup
Instructions
1. Preheat the oven to 350°F (175°C) and grease a 9×13-inch baking dish.
2. Spread the sliced onion rings evenly on the bottom of the greased baking dish. Season with salt and pepper.
3. In a large bowl, combine the ground beef, crumbled saltine crackers, 1 cup of milk, Italian herbs, onion powder, garlic powder, salt, and freshly ground pepper. Mix well until all ingredients are evenly distributed.
